 Membedah shutdown AS dan dampak pada ekonomi

Sudah hampir sepekan kegiatan operasional di sejumlah kantor milik pemerintah Amerika Serikat (AS) lumpuh.Istilah yang kini dikenal dengan "shutdown" tersebut adalah buntut pertikaian antara dua kubu partai yakni Demokrat dan Republik.Permasalahan muncul kala Partai Republik menolak rancangan anggaran yang diajukan oleh pemerintahan Barack Obama (Partai Demokrat) dan baru akan menyepakati jika reformasi kesehatan yang digagas Presiden Obama (Obamacare) ditunda.Saking alotnya dan tak ada yang mengalah, penutupan kantor pemerintahan tak terelakkan lagi.Obama sudah memperingatkan bahwa 'shutdown' tersebut akan berdampak ekonomi langsung pada rakyat dan menempatkan ekonomi Amerika yang masih rapuh ke risiko yang lebih tinggi.

Fakta shutdown dan mengapa terjadi ?

Istilah shutdown kembali mencuat di masa Obama untuk menyebut penutupan sejumlah kantor pemerintah karena ketiadaan dana.Shutdown terakhir terjadi selama 21 hari di bawah pemerintahan Presiden Bill Clinton pada 1995 dan merugikan perekonomian AS lebih dari US$1 miliar.Paman Sam sudah melakukan penutupan kantor pemerintah 18 kali dalam 30 tahun terakhir.Kini, shutdown dilakukan pada 1 Oktober 2013 yang merupakan akhir dari tahun fiskal AS. Peristiwa ini merupakan yang pertama sejak 1996.Ini adalah buntut perdebatan politik antara Partai Republik yang menguasai Dewan Perwakilan Rakyat (House of Representative) dan Demokrat yang menguasai Senat-di mana posisinya lebih tinggi dari DPR.

Karena perbedaan pendapat antar dua majelis atas pengeluaran pemerintah federal, Kongres AS gagal melewati anggaran sebelum tahun fiskal yang berakhir pada 30 September. Sejak pemilihan Presiden Obama, dua partai tidak pernah meraih resolusi mengenai anggaran yang diperpanjang selama beberapa bulan.Isu kunci kali ini adalah program reformasi pelayanan kesehatan Obama. Partai Republik - yang menguasai DPR- meminta penghapusan anggaran untuk Obamacare atau menunda. Langkah itu kemudian ditolak oleh Senat (yang dikuasai oleh Partai Demokrat).Batas waktu tengah malam lewat (30/9), dan RUU anggaran masih belum disepakati oleh dua majelis. AS melakukan penutupan sebagian kantor-kantor pemerintah untuk pertama kali dalam 17 tahun.

Siapa yang terkena dampak?

Sepuluh menit sebelum tengah malam 30 September, kantor anggaran Gedung Putih mengeluarkan perintah kepada kantor-kantor pemerintah untuk mulai melakukan penutupan. Tak hanya itu, seluruh pegawai di kantor yang ditutup dipaksa cuti tanpa menerima gaji.Langkah ini berlaku untuk semua orang yang bukan merupakan staf utama pemerintah. Jumlah pegawai yang terkena dampak mencapai 700.000 dari total pegawai federal sebanyak 2,1 orang..Taman-taman nasional, museum, gedung federal serta pelayanan umum bahkan NASA pun ditutup.Dampak lain yang sangat dikhawatirkan adalah pembayaran pensiun dan tunjangan veteran juga kemungkinan tertunda.Pengawas lalu lintas udara, personel militer aktif, penjaga perbatasan diminta untuk tetap datang, namun paspor baru tidak akan dikeluarkan.Kantor-kantor pajak juga akan ditutup. Sebagian karyawan Gedung Putih kemungkinan juga dirumahkan. Tapi, guru, petugas pemadam kebakaran dan para dokter tetap akan digaji karena mereka dibayar oleh negara bukan pemerintah federal.

Seberapa besar kemungkinan dampak ekonomi ?

Obama memperingatkan dampak penutupan kantor pemerintah akan dirasakan langsung oleh rakyat.Dampak penutupan kantor-kantor pemerintah AS ini tergantung dari langkah Kongres dalam mencoba mencapai kesepakatan, yang mungkin dapat memakan waktu berhari-hari atau berminggu-minggu.Bila Demokrat dan Republik meraih kesepakatan anggaran dalam waktu satu atau dua hari, dampak negatif pemulihan ekonomi AS mungkin akan terbatas.Menurut perkiraan perusahaan penelitian pemasaran global, IHS, kerugian akibat shutdown ini mencapai US$300 juta per hari, tidak terlalu besar bila dibandingkan dengan penghasilan tahunan yang mencapai 52.000 kali lebih besar dari angka itu.Namun dampak pada kehidupan sehari-hari mungkin akan cepat terasa bila langkah penutupan kantor pemerintah ini mempengaruhi kepercayaan konsumen, khususnya karena ratusan ribu pegawai negeri harus dirumahkan.

Dampaknya juga akan terasa pada sektor wisata karena kesulitan dalam memperbarui paspor serta surat izin mengemudi. Karena itu, sektor transportasi dan perjalanan kemungkinan juga terkena.Penutupan ini juga jelas akan mempengaruhi para pegawai negeri yang harus menarik tabungan untuk membayar kredit rumah sampai cuti tanpa tanggungan berakhir.Banyak kalangan yang mengkhawatirkan bila penutupan kantor pemerintah ini berjalan sampai pertengahan Oktober, karena saat itu badan legislatif harus menyepakati kenaikan pinjaman pemerintah federal.

Ekonom melihat ada beberapa cara keluar dari shutdown. Salah satunya adalah kongres bisa saja meloloskan anggaran yang diminta pemerintah tanpa mengotak-atik program atau UU biaya kesehatan yang lebih terjangkau. Di mana, Senat dan Demokrat menerima perubahan Hukum Kesehatan. Dengan demikian keduanya bisa meraih kesepakatan.Banyak yang berpendapat, shutdown pada 1 Oktober ini tak terlalu mengkhawatirkan. Namun, yang lebih menakutkan adalah ketika mendekati pertengahan Oktober, saat pemerintah AS bisa gagal bayar atau default pada sejumlah utang yang jatuh tempo.Rabu (2/10) kemarin, Obama bertemu dengan sejumlah pemimpin lembaga finansial besar di Wall Street, seperti JPMorgan Chase, Goldman Sachs, dan Bank of America, untuk memperingatkan kemungkinan default, mendiskusikan pagu utang dan isu ekonomi lainnya.

Kongres akan menghadapi batas waktu krusial pada 17 Oktober nanti untuk meningkatkan plafon utang pemerintah sebesar US$ 16,7 triliun, batas di mana pemerintah bisa menerbitkan utang baru untuk membayar sejumlah tagihan.Sebenarnya, Menteri Keuangan AS, Jack Lew sudah masuk pada sebuah gagasan yang disebut dengan "Akuntansi Kreatif" untuk membayar tagihan AS setelah pinjaman federal melampaui batas US$ 16,7 triliun pada Mei lalu.

Apakah dunia harus waspada?

Seketika, setelah shutdown berlaku, pasar saham global jatuh. Dollar AS jatuh terhadap mata uang utama di dunia.Namun, sejauh ini, pasar mulai merespon dampak shutdown itu relatif lebih ringan. Dalam kasus apa pun, dampak shutdown kemungkinan besar baru dirasakan secara bertahap.Satu yang bisa menjadi pegangan pasar: Amerika Serikat, sebagai negara Adi Daya tidak pernah gagal dalam membayar utang. Namun, jika default tak bisa dihindari, dipastikan volatilitas pasar global yang sangat ekstrem menghampiri semua lini, hingga apa yang terjadi kemungkinan besar di luar perkiraan pasar.

Obamacare, sumber perdebatan Republik Demokrat

Saat shutdown mulai berlaku, secara bersamaan Selasa (1/10) waktu Washington, pemerintah AS merilis layanan publik baru dengan membuka situs federal bertajuk heathcare.gov. Situs ini bisa diakses di 50 negara bagian AS.Melalui situs itu, rakyat AS yang belum memiliki asuransi bisa mendaftarkan diri untuk memperoleh tunjangan asuransi dari pemerintah di bawah payung Undang-Undang (UU) Perawatan Terjangkau dan Perlindungan Pasien yang biasa disebut Obamacare.Situs pendaftaran healthcare.gov menyediakan asuransi kesehatan bersubsidi sesuai kemampuan negara dan memperluas cakupan medicaid bagi warga miskin mulai 1 Januari 2014.Tunjangan asuransi kesehatan yang diberikan pemerintah AS itu, meliputi layanan kesehatan mental, kontrol kelahiran hingga perawatan pencegahan.

Layanan baru itu terkait kebijakan reformasi program asuransi dan perlindungan pasien, termasuk larangan diskriminasi berdasarkan jenis kelamin dan riwayat kesehatan.Kebijakan baru soal asuransi itu merupakan bagian dari prestasi Obama, sejalan dengan diloloskannya program Obamacare pada tahun 2010.Kebijakan itu merupakan reformasi kesehatan paling ambisius sejak Medicare untuk warga AS diluncurkan pada tahun 1960. Reformasi ini menawarkan asuransi kesehatan bagi sedikitnya 30 juta warga AS yang tidak memiliki asuransi kesehatan.Dalam reformasi kebijakan, Pemerintah AS juga mewajibkan siapa pun yang tidak memiliki asuransi untuk membayar denda jika mereka memutuskan untuk tidak membelinya.

Sinyal kemenangan Obama

Pembukaan layanan baru program asuransi itu, sekaligus menjadi sinyal kemenangan Obama dalam menerapkan kebijakan Obamacare yang bertahun-tahun ditentang Partai Republik.Bukan cuma itu. Pembukaan situs healthcare.gov seolah memberikan bukti kepada Partai Republik, bahwa rakyat AS benar-benar menginginkan program Obamacare."Selama saya Presiden, saya tidak akan menyerah pada tuntutan aneh beberapa anggota Partai Republik untuk menolak asuransi kesehatan yang terjangkau bagi jutaan pekerja keras Amerika," kata Obama di Gedung Putih, Selasa (1/10).Obama mengatakan, kebijakan pemerintah di sektor layanan kesehatan merupakan pilihan “hidup atau mati” bagi rakyat AS.

“Puluhan ribu orang Amerika meninggal setiap tahun hanya karena mereka tidak memiliki asuransi kesehatan,” tegas Presiden AS yang masa kecilnya pernah tinggal di Indonesia itu.Menurut Obama, saat ini, jutaan rakyat AS belum dilindungi oleh asuransi kesehatan. Hal ini, membuat rakyat AS selalu dihantui ketakutan terkena serangan penyakit.“Jutaan rakyat hidup dengan ketakutan bahwa mereka akan bangkrut jika mereka sakit . Dan hari ini, kita akan memulai membebaskan jutaan rakyat dari rasa takut itu,” imbuh Obama.

Melalui situs healthcare.gov, sebanyak 7 juta warga AS diperkirakan akan mendaftarkan diri menjadi peserta program asuransi kesehatan Obamacare pada tahun 2014.Sebanyak 8 juta warga juga diharapkan dapat menerima manfaat kesehatan melalui perluasan program Medicaid pemerintah bagi masyarakat miskin.Sedianya, pemerintah AS akan menerima aplikasi perlindungan asuransi warga yang mendaftar melalui healthcare.gov hingga 31 Maret 2014.

2,8 juta orang kunjungi situs

Departemen Kesehatan dan Layanan AS mengklaim, sebanyak 2,8 juta orang mengunjungi situshealthcare.gov sejak dibuka kemarin malam (1/10).Keputusan Obama untuk menarik simpati rakyat AS dengan membuka pendaftaran perlindungan asuransi di situs tersebut, tentu saja, membuat Partai Republik tidak happy.Maklum, partai oposisi Pemerintahan Obama ini telah berjuang selama berbulan-bulan untuk menunda atau menghentikan program Obamacare.

Bahkan, Partai Republik dengan tegas meminta syarat kepada Pemerintah untuk menunda UU Perawatan Terjangkau sebagai imbalan persetujuan proposal penyelamatan anggaran negara.Persyaratan yang dianggap Partai Demokrat sebagai “rantai belenggu” program Obamacare itu akhirnya memicu penghentian sementara (shutdown) pemerintah federal pada Senin (30/9).Partai Republik telah menyalahkan persyaratan dari program Obamacare yang bisa mendorong biaya asuransi kesehatan untuk kalangan bisnis dan individu.

“Apa yang saya inginkan adalah menjaga pemerintahan tetap berjalan. Sebab, ada bahaya dari jutaan orang Amerika yang berisiko kehilangan kesehatannya ketika menghadapi lonjakan premi asuransi,” kata Senator Texas Ted Cruz, yang telah memimpin Partai Republik di Kongres untuk menggembosi regulasi Obamacar dalam sebuah wawancara dengan CNN.UU Perawatan Terjangkau dan Perlindungan Pasien memang telah menjadi objek serangan Partai Republik secara intensif sejak beleid itu diteken pada tahun 2010 .

Perang kampanye program

Musuh Politik Obama mencoba “membunuh” UU tersebut dan gagal menempuh upaya hukum di Mahkamah Agung AS. Pada 2012, Obama justru kembali terpilih sebagai Presiden AS.Padahal, kalangan anti Obamacare telah menghabiskan ratusan juta dollar AS untuk mematikan program tersebut melalui kampanye iklan televisi dan media lainnya.Kini, melihat besarnya animo warga yang mendaftar di situs healthcare.gov untuk mendapatkan tunjangan asuransi kesehatan, giliran Pemerintahan Obama yang akan melancarkan kampanye.

Pejabat Federal mengklaim juga akan mengucurkan dana jutaan dollar untuk menyosialisasikan calon penerima manfaat tunjangan asuransi melalui televisi, Twitter, Facebook dan organisasi sosial, termasuk gereja.Secara khusus, Pemerintah menargetkan menjaring kalangan muda Amerika yang sehat, karena partisipasinya akan membantu meringankan biaya penerima manfaat asuransi.Kampanye iklan menargetkan para pria kulit hitam dan kaum Hispanic AS berusia antara 18 hingga 35 tahun di kota-kota besar di Florida, Texas, Illinois dan California.

“UU Perawatan Terjangkau akan terus bergerak maju. Dana program sudah ada di tempat. Anda tidak dapat menutupnya,” kata Obama, seperti memberi pesan kepada Partai Republik.Dampak langsung shutdown untuk Indonesia yang sedang menyelenggarakan APEC di Bali terkonfirmasi hari ini.Presiden Amerika Serikat (AS) Barack Obama mendadak batal datang pada pertemuan tingkat tinggi pemimpin APEC di Bali, Sabtu 5 Oktober besok.

Staf Khusus Presiden Bidang Hubungan Internasional, Teuku Faizasyah, mengatakan, Obama telah menelepon Presiden Susilo Bambang Yudhoyono (SBY) pada Jumat (4/10), pagi tadi sekitar pukul 08.15 WIB, dan mengabarkan pembatalan dirinya hadir di KTT APEC.Bisa jadi, shutdown yang terjadi tak seringan yang dibayangkan pasar. Bank Indonesia waspada

Bank Indonesia (BI) sebagai bank sentral Indonesia pun tak luput memantau perkembangan AS. Deputi Gubernur BI Perry Warjiyo mengungkapkan, BI akan melihat pengaruh shutdown pada dua sisi.Pertama, dampak pada kinerja ekspor. Karena, shutdown ini akan berdampak pada pertumbuhan ekonomi Amerika. Sehingga kinerja ekspor seluruh negara termasuk Indonesia ke Amerika pun menjadi terpengaruhKedua, dampak pada jalur keuangan seperti harga saham global maupun suku bunga surat utang AS."Sehingga di jalur keuangan sejauh ini justru tidak terlihat ada dampak yang signifikan. Meskipun begitu, BI akan terus memantau perkembangan yang terjadi," tandas Perry.Perry menjelaskan berdasarkan pemantauan BI, harga surat utang AS mulai turun. Dengan penurunan ini, diharapkan arus modal masuk ke Indonesia kembali berlanjut.
